昨日，省人大常委会召开新闻发布会，宣布《云南省学前教育条例》经省十一届人大常委会第三十五次会议审议通过，将于3月1日起正式实施。

　　据介绍，我省是继北京、江苏后，全国范围内第三个出台学前教育相关地方性法规的省份，也是西部12省区市中的第一个。该《条例》共分7章52条，涉及学前教育机构设置与管理、师资培养、保障措施、保育教育行为规范、法律责任等内容。

　　《条例》明确提出，要制定和完善规划，科学配置学前教育资源，重视发展农村学前教育，构建覆盖城乡的公共教育体系。《条例》规定，学前教育机构的设置要和当地居民人口数量以及幼儿分布情况相适应，合理布局并适时调整。今后，新建居民小区时，配套学前教育设施要与小区同步规划、同步建设、同步交付使用；农村地区，每个乡镇必须有1所以上公办或公建民营学前教育机构。

　　强调学前教育的公益性和普惠性是该《条例》的亮点。为切实维护留守儿童和流动儿童的受教育权益，《条例》要求，乡镇政府、街道办事处应当动员农村留守适龄儿童入园；城镇学前教育机构应当接收进城务工人员子女入园就读。另外，《条例》明确要求，城镇学前教育机构应当接收有接受普通教育能力的残疾儿童随班就读。

　　目前，我省民办幼儿园数量已占全省幼儿园总数的78.78%，在园幼儿占全省在园(班)幼儿总数的48%，民办幼儿园已成为学前教育机构的重要组成部分。对此，《条例》提出，要鼓励发展普惠性民办学前教育，县级以上政府应通过购买服务、以奖代补、减免租金等方式予以扶持。
