　　对于煤企进入电力行业，目前国家还没有抑制政策出台。但电力行业比较普遍的看法是存在饮鸩止渴的问题。

　　“‘人努力、政策好、天帮忙’这三条中两条都不行，现在只剩下人努力。”刘顺达告诉《英才》记者，即使对政策上的掣肘暂且不提，老天也的确没有帮上忙。

　　在水电投资加大的情况下，大唐集团的水电业绩却呈现下滑态势，2011年仅为4.46亿元，而2009、2010年分别为盈利23.4亿元和18.6亿元，更意想不到的是今年前四个月，水电业务亏损15.96亿元。
