　　央行副行长潘功胜16日在“国际金融论坛2012学术报告会”上表示，“十二五”金融改革规划即将发布，将涉及利率市场化、汇率市场化、人民币国际化等诸多战略及战术层面变革；将涉及间接融资及直接融资等金融结构方面改革。

　　潘功胜称，过去十年来，中国金融体系改革取得了长足进展，但改革效果也受到一些外部因素的制约。在政府目标的引导下，政府通过金融体系为经济发展源源不断地提供低成本资金，从而通过大规模投资推动经济增长，但这样的经济增长方式及宏观管理手段存在着诸多问题。
