南京早教机构中27%是无证从业人员，去年仅有18%的0-3岁婴幼儿进入早教机构……最近，南京市人口计生部门牵头对全市早教市场进行了一次摸底调查，《南京市0—3岁婴幼儿早期发展工作状态及对策建议》昨天出炉。

　　目前，政府对于无证从业人员进入早教机构当老师这一块的监管处于空白。调查中还发现，各类早教机构对从业人员的要求和培训差异比较大，部分机构只要有证件就给予上岗，不进行从业培训。有些机构对从业人员短期培训也仅仅侧重于操作层面。

　　报告呼吁成立南京市0-3岁婴幼儿早期发展工作小组，人口计生、教育、工商、物价等部门为成员。人口计生部门负责牵头协调、完善政策、制定标准。市人口计生委正在打造一个早教服务体系，建立三种模式：一是“居家养育”，对全市0-12个月的婴幼儿和家长开展一年两次以上的入户科学育儿指导与服务。二是“社区体验”，充分利用人口和家庭公共服务中心、妇女儿童活动中心等公共服务平台，为辖区内13-36个月的婴幼儿，提供免费体验性服务；三是“机构服务”，重点鼓励举办全日制早期发展机构，发展有特色的计时制服务机构，积极探索建立以民营早教机构为主渠道、公共服务为补充的多元化指导服务体系。
