研究生扩招始于2003年，当年全国高校共招收研究生26万人，今年高校研究生招生计划则达584416人，10年间翻了一番。然而，近年来，硕士生就业率连续下降。2009年至2011年，硕士生的就业率甚至连续三年低于本科生。
