近年来，农村留守女童遭受性侵害的事件屡有所闻。宁德市司法局普法科原工作人员刘榕芳认为，最主要原因是缺乏亲人的看护与监管。随着农村劳动力的大量转移，闽东近年来出现了越来越多的留守儿童。据统计，全市幼儿园至初中在校生人数为40多万，其中留守儿童有6万多人，而且留守女童居多。因为农村重男轻女倾向严重，外出打工的父母如果要带孩子出门，一般多带男孩。有关专家在蕉城区农村一所小学调查了60名留守女童，其中由祖父母监护的占75.1%，由亲友监护的占20.6%，无人监护的占4.3%，许多留守女童由于家庭教育的断裂或缺位，出现了性格内向、孤僻、自卑、早恋等问题。

　　刘榕芳因为工作关系，接触女童受害案件较多，她深有感触地说，我国目前缺乏严格和完整的法律规范对未成年人的监护权问题进行约束，导致多数农村父母迫于生计，忽视甚至漠视对未成年人负有的监护职责。而女童涉世未深，心理发育不成熟，缺乏自我保护意识，思想单纯幼稚，难以辨别他人行为的真实意图，也难以弄清自身行为的是与非；加上生活条件和社会环境的改变，很多女孩发育期提前，而青春期性安全教育却严重滞后甚至缺失，因而导致留守女童容易成为性侵害的对象。
