　　和讯网消息 2012年9月4日，香港金管局公布将通过多项措施建设多元化的移动网络电子支付平台，9月17日将率先推出全新的即日跨行转账安排，港币及人民币即日跨行转账的批量结算都将提升至3次。同时金管局将制定起草有关法律，于2013年中提交立法会审议。

　　目前香港零售层面的即日港币跨行转账批量结算时间为下午5时，而人民币则不设即日跨行转账批量结算。金管局副总裁彭醒棠表示，由9月17日起优化后，港币与人民币即日跨行转账批量结算时间将统一为每日三次，分别为早上10时，下午3时15分及下午5时。同时，该服务将适用范围扩展至银行同业间人民币零售支付交易，节省以往通过汇款所牵涉的费用。

　　此外，金管局指将于2013年下半年推出跨境电子账单支付平台，币种涵盖港币、人民币及美元，支持B2B、B2C以及跨境电子账单的传送与支付。金管局金融基建部助理总裁李建英表示，推出跨境发单及缴费功能相信也将有利于香港银行于内地分支的业务开展，今后只需通过香港的网上银行系统，就可实现内地账单的缴费。

　　彭醒棠表示，为了配合相关支付平台的建设和发展，金管局正计划修订《结算及交收系统条例》及《银行业条例》，具体包括订立及实施储值电子货币牌照制度；赋予金管局权力，指定若干零售支付系统须接受其监管；以及赋予金管局权力，履行有关的监管及风险管理职能。金管局表示目前正制定有关政策并起草法例，预计2012年第四季开始将向业界进行咨询，并计划于2013年中提交草案供立法会审议。
