　　国务院昨日全文公布了《关于促进外贸稳定增长的若干意见》，在做好出口退税和金融服务、提高贸易便利化水平、改善贸易环境、优化贸易结构、加强组织领导方面，共提出了16条具体意见。

　　《意见》首先提出，要做好出口退税和金融服务。进一步加快出口退税进度，确保准确及时退税；扩大贸易融资规模，改善对进出口的金融服务，引导金融机构增加汇率避险产品。拓宽出口企业融资渠道，支持商业银行按照“风险可控、商业可持续”原则，增加对有订单、有效益、符合审慎信贷条件的出口企业贷款；降低贸易融资成本；深入落实银行业金融机构不规范经营专项治理工作的各项要求，严禁银行业金融机构发放贷款时附加不合理条件，严禁违规收取服务费用，努力为小微企业提供融资便利。
