本报北京10月10日讯 记者周萃报道 近日，国际清算银行金融稳定学院（Financial Stability Institute，FSI）与中国银行业监督管理委员会在北京联合举办了金融稳定与宏观审慎监管高层政策论坛，来自东亚及太平洋(601099,股吧)地区中央银行行长会议组织（Executive Meeting of East Asia Pacific，EMEAP）成员国的60余名中央银行和监管机构高级官员及中国财政部、人民银行、证监会、保监会等相关部门代表参加了论坛。

　　王兆星指出，加强宏观审慎监管，构建宏观审慎与微观审慎有机结合的金融监管体系，是本次全球金融危机之后国际社会的共识，应当强化监管政策和货币政策、财政政策的协调配合，提高宏观审慎监管政策的有效性。近年来，中国银监会在宏观审慎监管方面做了大量有益的探索，包括加强资本监管，要求商业银行计提储备资本和逆周期资本；加强系统重要性银行监管；引入杠杆率这一新的监管工具；实施动态拨备以及会同其他相关部门采取逆周期信贷政策等。

　　王兆星强调，宏观审慎监管只是维护金融稳定的一项手段，但并不等同于金融稳定和防范系统性风险的所有制度安排。维护金融稳定、防范系统性风险不仅需要宏观和微观审慎监管，而且还需具备稳健且可持续的宏观经济政策（包括货币政策和财政政策）、良好的宏观经济环境、稳健的金融机构、有序的金融市场、完善的金融基础设施和有效的危机处理机制（包括存款保险等金融安全网机制）等。
