　　本报讯 （记者陈芳）近日，中国石油(601857,股吧)和化学工业联合会向主管部门建议差别化征收石油特别收益金，并建议将石油暴利税起征点从55美元/桶上调至70美元/桶。分析师预计，如果真的上调石油暴利税起征点，“两桶油”将因此减负超过400亿元，而老百姓并不能从中明显受益。

　　据悉，中国石油和化学工业联合会提出该建议的理由是：目前国内很多开采已久的油田，开采成本大幅攀升，甚至开采成本已超过50美元/桶。

　　隆众石化网分析师冉晓睿给记者算了一笔账：如果国内石油特别收益金起征点上调至70美元，今后国际油价在70~75美元/桶时，三大油企将按照20%税率上缴石油特别收益金；75~80美元/桶时，税率为25%；80~85美元/桶时为30%；85~90美元/桶时为35%，90美元/桶以上时为40%。2012年中石油国内原油产量约为7.8亿桶，中石化原油产量约为3.06亿桶，按照目前的国际油价水平来测算的话，如果起征点上调至70美元/桶，那么中石油将会因为新政策而减少约290.83亿元的特别收益金；中石化则会少缴纳约114.1亿元的特别收益金，两桶油共计减负405亿元左右。
