　　昨日，保监会公开征询《保险机构销售证券投资基金管理暂行规定（征求意见稿）》的意见，截止时间是今年2月1日。

　　此次涉及的保险机构，包括三类：保险公司、保险经纪公司和保险代理公司。其中，对于保险公司申请基金销售业务资格有很多硬杠杠。包括：注册资本不低于5亿元人民币、持续从事保险业务5个以上完整会计年度，最近3年连续盈利、偿付能力充足率符合中国保监会的有关规定。

　　同时，还要公司设立专门负责基金销售业务的部门、该部门取得基金从业资格的人员不低于该部门员工人数的1/2、取得基金从业资格的人员不少于30人、部门管理人员取得基金从业资格，并熟悉基金销售业务，从事基金业务2年以上或者在其他金融相关机构5年以上的工作经历；公司主要分支机构基金销售业务负责人均已取得基金从业资格。

　　而保险经纪公司和保险代理公司公司负责基金销售业务条件相对宽松：公司高管已取得基金从业资格，熟悉基金销售业务，并具备从事基金业务2年以上或者在其他金融相关机构5年以上的工作经历；公司负责基金销售业务的部门取得基金从业资格的人员不低于该部门员工人数的1/2，取得基金从业资格的人员不少于10人。

　　调查显示，目前能担当基金销售任务的主要还在于有资产管理公司的保险公司，目前行业有16家保险资产管理公司，仅2家不达标。不过，由于系统需要与证监会要求的实时交易对接，尚需要花费些时间，但都会在6月1日前做好应战准备的。

　　保监会明确要求，保险机构未取得基金销售业务资格，不得办理基金的销售或者相关业务。取得基金销售业务资格的保险机构不得委托其他机构代为办理基金销售业务。基金管理公司不得委托没有取得基金销售业务资格的保险机构办理基金的销售或者相关业务。
