　　针对证券期货业信息系统发生故障，以及期货经纪业务中存在的争议等行业问题，中国证监会日前正式公布了《证券期货业信息系统运维管理规范》（以下简称《规范》）和《期货经纪合同要素》两项金融行业标准，力争提高行业应急处置能力，减少行业业务开展中的争议，促进证券期货市场规范发展。

　　记者在《规范》中注意到，其包括基本要求、运行保障、系统维护、应急管理等主要内容，不仅要求证券期货机构应设立信息系统运维组织，负责信息系统的运行维护工作，包括负责人和足够的运维人员。同时要求证券期货机构应建立供应商管理制度，对供应商支持运维服务的相关活动进行统一管理，应在与供应商签订的合同中明确其应承担的责任、义务，并约定服务要求和范围。

　　值得注意的是，在应急管理上，《规范》要求证券期货机构应建立健全网络与信息安全事件应急处置组织体系，明确网络与信息安全事件的应急指挥决策机构和执行机构，负责网络与信息安全事件的预防预警、应急处置、报告和调查处理工作。同时要求，证券期货机构应制定网络与信息安全事件应急预案。
