　　全国人大代表、中国华融资产管理股份有限公司董事长赖小民建议，应尽快研究制定出台金融控股公司法律制度，由国务院法制办协调，人民银行、银监会、证监会和保监会等监管机构在全面整理现有涉及分业经营、分业监管的相关立法基础上，联合起草《金融控股公司法》草案。

　　赖小民称，金融综合化经营已是全球发展的大势所趋，我国也在金融综合化经营方面进行了许多创新和有益的实践探索。他认为，必须在分业监管的基础上，尝试创新更高层次的综合化金融监管制度、机制安排及监管方法；应该不断深化金融体制改革，加大金融法制建设，尽快研究制订出台《金融控股公司法》。
