本报北京9月6日电梁宵、记者陈小菁报道：国务院新闻办公室今天就《国家中长期教育改革和发展规划纲要(2010-2020年)》颁布实施两年来教育改革发展情况举行发布会。教育部部长袁贵仁透露，预计今年全国财政性教育经费投入将达到2.2万亿，比去年增加大约6000亿左右，教育经费占GDP4%的目标能够如期实现。

　　袁贵仁表示，新增经费主要用于促进公平和提高质量方面。新增经费投入的重点要向农村地区、贫困地区、民族地区倾斜，要向家庭经济困难的学生倾斜；加强教师队伍建设，深化教育教学改革，改善教育教学条件。

　　为管好教育经费，袁贵仁表示，一是要完善各级各类学校财务制度和会计制度。二是重大专项从设计、实施到验收，充分发挥财政检查、项目稽查、审计监督的作用。三是公开财务信息，加强社会监督。四是成立教育经费监管事务中心。五是加强查处问责。
