　　蒋定之强调，办好人民满意的教育，必须大力推进教育公平。基础教育公平是社会公平的起点、社会和谐的基石。基础教育的公平是最大的公平，基础教育的不公平是最大的不公平。要坚持基础教育的公益性和普惠性，努力让每个孩子在人生的起点上公平起跑。蒋定之说，推进基础教育公平，既是一种指导思想，又是一个具体实践;既要靠制度安排与政策设计，又要靠具体工作推动和实施;既要以政府为主体来解决，又要靠社会各方面来努力;既是一项长期任务，又是一项紧迫工作。他指出，要从促进教育资源均衡配置这个关键入手，加快推进基础教育公平的实现：一是以市县为主体，大力推进义务教育均衡发展。按照《县域义务教育均衡发展目标责任书》确定的“时间表”和“路线图”，确保全省高质量通过国家评估验收。二是要以农村地区为重点，加快发展学前教育。确保到2015年，全省每个乡镇建成1所公办中心幼儿园，逐步构建广覆盖、保基本、有质量的学前教育公共服务体系。三是要以改善办学条件为抓手，大幅度增加优质普通高中教育资源。确保在2015年前，每个市县都有1所高中学校进入“省一级学校”行列。
