  编者提示:克拉玛依市石化园区是新疆规模较大的工业园区,也是国家新型工业化产业示范基地。近几年,该园区基础设施建设逐渐完善,招商引资力度不断加大,但金融服务的跟进略显滞后,需要政银企加强协作,充分调动发挥金融催化剂的作用,推动园区加快发展。

  克拉玛依市石化工业园区成立于2004年10月,规划总面积64.33平方公里,实际开发面积50平方公里,分为石油炼制、油气化工、煤盐化工、机械制造、化工建材、物流仓储等10个功能区块。成立以来,财政累计投入基础设施资金19.32亿元,金融机构累计为园区基础设施和入驻企业提供信贷资金支持10亿元左右。截至2012年6月末,园区入驻企业83家,均为规模以上企业。2011年园区招商到位资金14.69亿元,较2010年增长145%。该园区引进工业项目达105个,计划总投资达108亿元,已成为地方经济发展的主力军。

  从园区融资服务供需情况来看,一是园区基础设施建设资金需求满足度较高。2012年园区基础设施建设总投资4.68亿元,其中当年计划投资2.36亿元,从资金来源来看,市财政投资0.15亿元,信贷融资需求2.16亿元。由于克拉玛依市政府财政收入水平较高,银行机构为政府项目放贷积极性较高,辖区7家金融机构有5家参与提供园区基础设施建设资金贷款服务,占比71.43%,并通过银团贷款、委托贷款等方式有效解决了园区基础设施建设的信贷资金需求。二是园区企业信贷资金需求满足度较低,表现为招商引资企业信贷服务相对滞后,园区地方企业固定资产建设贷款满足度较低。

  从园区支付结算等金融服务供需情况来看,截至2011年末,园区建成企业61家,职工人数近万人。以2011年克拉玛依市支付结算平均业务量测算,园区企业支付结算业务需求量约为1.2万笔、312.32亿元,其中,大小额支付业务0.56万笔、296.46亿元,支票业务0.64万笔、12.81亿元,汇票业务20笔、3.05亿元;个人银行卡交易量约为65.17万笔、32.04亿元。以2011年辖区平均每3300人拥有1个银行网点服务测算,园区需要3个银行网点。目前,园区企业尚未设立银行机构服务网点,距离园区最近的银行网点也有1.5公里。金融机构支付结算等基础服务供给不足。

  第一,从金融层面来看,一是金融市场发展滞后制约了园区金融服务的跟进。克拉玛依市仅7家银行机构、2家担保机构、2家小额贷款公司,无股份制商业银行、农信社、村镇银行等银行机构,金融市场主体偏少、规模较小、实力不强,金融资源配置效率不高,发展结构不平衡问题依然突出。截至2012年6月末,克拉玛依银行机构存贷比13.96%,比全疆平均水平低48.07%,比全国平均水平低55.72%。另外,证券保险市场发展滞后。克拉玛依仅6家财险公司、1家上市公司,保险和风险管理水平较低,企业债务融资、融资租赁等业务尚未起步,企业直接融资和证券市场的融资额远落后于全国平均水平。

  银行业经营模式削弱了对园区企业的支持力度。国有商业银行存贷款市场规模仍占据主导地位,但国有商业银行分支机构的信贷政策受制于总行,而当前国有商业银行总行的信贷结构调整对于行业和期限的要求与新疆现阶段发展水平不相适应,如石化产业是工行总行信贷政策严格控制的产业,影响了国有商业银行对石化园区企业的信贷支持。国有商业银行地市分支机构自身不具有创新产品的权限,推广上级行的创新产品常遇到“水土不服”的现象;地方法人银行机构自主创新能力不强,研发使用地方特色企业的产品较少,难以满足企业快速发展的多元化服务需求。

  第二,从园区规划层面来看,园区规划面积较大,企业过于分散,影响银行网点辐射范围。克拉玛依市石化工业园区规划面积64.33平方公里,远超过国家级和自治区级园区的平均面积,企业平均占地面积约0.1平方公里,企业之间距离较远。进驻的银行网点辐射企业数量较少,选址相对困难。而且,金融入驻的配套鼓励政策缺失,银企信息沟通机制不顺畅。调查显示,当前新疆园区招商引资及建设工作仍采取园区管委会、招商部门主导,地方政府相关部门参与的模式,金融等服务机构尚未纳入园区招商引资联系部门。一方面,新入驻企业对当地的金融机构不了解。另一方面,金融机构对招商引资企业“后知后觉”,不掌握入驻企业的实力、信誉、融资需求等信息。银企信息不对称,是造成园区企业融资需求满足度低的重要原因。

  第一,构建多元化金融服务体系。引进先进金融组织模式,鼓励民间资本进入金融领域,支持地方法人金融机构做大做强,引进有实力的金融机构在当地设立分支机构,鼓励引导社会资本设立新型金融机构加快发展地方金融市场,构建以商业银行为主体,多种所有制和经营方式并存的多元化金融服务体系,增强金融市场供给能力和资源配置效率,满足企业的多元化金融服务需求。
