　　厦门市近日发布《厦门经济特区促进两岸区域性金融服务中心建设条例》征求意见稿，该条例共九章五十条，内容涉及扩大新台币现钞兑换业务，建设对台离岸金融市场，厦门、漳州、泉州将联合建立金融业统一征信平台，与台湾开展金融产业对接等。

　　据悉，实施两岸区域性金融服务中心建设已上升为国家战略。金融市场方面，将按照建设多功能、多层次金融市场体系的要求，培育和发展货币、票据、证券、保险、产权、融资租赁、期货等金融市场。支持厦门银行业金融机构开展两岸人民币现汇清算、现钞兑换和调运业务；扩大新台币现钞兑换业务，参与新台币清算；推动在厦门对台特定商品交易区域内使用两岸货币直接计价结算。支持符合条件的企业发行债券和上市融资，鼓励上市公司通过配股、增发等方式再融资。推动厦门国家级高新技术产业园区内的非上市股份有限公司进入全国中小企业股份转让系统等全国性场外股权交易市场公开转让股份和定向融资。推进建立适应两岸区域性金融服务中心建设需要的区域性证券交易市场，为非上市公司提供股权转让和相关融资服务。推动建立和完善适应离岸投资贸易发展的宽松可控的存贷款制度、外债管理制度和外汇资金结算制度，建设对台离岸金融市场。

　　金融机构方面，支持金融机构在厦门设立总部、分支机构，以及将在厦门设立的分支机构注册为法人机构或者升格为区域性总部。鼓励在厦门新设立综合类证券、证券投资基金、产业基金等紧缺型金融项目，支持和引导设立小额贷款公司、融资租赁公司、担保公司、典当行等准金融机构。鼓励民间资本以入股等方式参与金融机构、准金融机构、金融配套服务机构的设立、兼并重组和增资扩股。
