　　作为温州民间融资动态跟踪和风险预警的重要指标，“温州指数”7日正式对外发布。目前的发布时间为每周一次。

　　温州市金融办主任张震宇曾在温州金改细则发布会上表示：“"温州指数"的编制邀请了上海和杭州的专家，涵盖了很多内容，有其科学依据。初期为每周发布，今后力争做到实时发布。”

　　温州市金融办表示，“温州指数”编制与发布的目的是为了及时准确地反映民间融资市场资金价格趋势和波动情况，预警提示民间金融风险，为温州乃至全国民间金融市场提供一个“风向标”，进而改善和优化民间融资市场资源配置，引导民间资本走向规范化和阳光化。指数的编制工作于今年4月份开始规划，经历了前期准备、专家论证、数据采集、计算分析以及验证调整等过程。

　　根据监测结果显示，11月26日至11月30日温州民间融资综合利率指数为21.43%（即平均月息1分78），环比下降0.56个百分点，其中：借贷服务中心登记的利率为13.64%（即平均月息1分13），环比下降3.69个百分点；小额贷款公司放款利率为20.61%（即平均月息1分72），环比下降0.03个百分点；民间资本管理公司放款利率为20.57%（即平均月息1分71），与上周保持一致；社会直接融资利率为16.15%（即平均月息1分34），环比下降0.39个百分点；其他市场主体利率为30.12%（即平均月息2分51）,环比下降0.24个百分点。

　　作为反映民间融资价格的指标体系，“温州指数”在初期将以“利率价格”的形式先行发布，今后将进一步拓展指数内涵，构建并发布能满足市场多方需求的“温州指数”指标体系。“温州指数”的数据采集采取了设立监测点和市场主体申报的模式。目前，共有监测点约350个，涉及小额贷款公司，民间资本管理公司，民间借贷服务中心，实体企业，部分民间借贷委托监测点以及典当行等其他市场主体。每周收集的监测样本将近1000笔，均以当周实际发生的业务（即流量）为准进行采集，样本的时效性和真实程度高，既包括民间直接借贷的样本、又包括民间各类不同市场主体借贷的样本，基本上涵盖了民间融资市场各类参与主体和各种借贷行为。
