本报讯 记者近日从全国人大财政经济委员会了解到，国家发改委将继续推动出台民间投资发展实施细则并督促落实，在总结实践经验的基础上，积极开展调研，听取各方意见，深入研究各国经验和做法，提高政策措施的针对性、科学性和系统性，为民间投资发展营造更好的法制环境。

　　在去年3月举行的十一届全国人大五次会议上，周晓光等30位代表提出议案认为，我国民间投资已成为促进经济增长、调整产业结构、繁荣城乡市场、扩大社会就业的重要力量，尽管国家放宽了对民间资本进入行业和领域的限制，然而一些地方政府监管有余、服务不足，加之部分地方政府信用约束不够、政策不稳定或不连续，使得一些进入垄断行业的民间资本处境尴尬，甚至不得不被迫退出，建议制定民间投资促进法。
