两会前夕，民建中央和九三学社中央对我国资本市场健康发展问题表示关注，在指出问题的同时提出改进建议。

　　九三学社中央认为，目前我国股市存在三大问题亟待关注：一是股票市场管理机制需进一步健全；二是金融监管体系有待完善；三是股指期货等金融创新产品投机过度。

　　针对上述问题，九三学社提出三点建议。一是进一步完善证券市场各项制度。调整新股询价申购制度，由监管部门对新股定价进行合理限制。进一步完善退市条件、退市后去向、投资者损失计算方法等问题。强化高管辞职约束制度。推进如融资再融资制度等相关制度建设，吸引中长期资金进入股市。

　　二是推进多层次监管体系建设。强化监管协同，明确监管层次。建立跨市场监管机构，充分发挥交易所功能，建立公私协同的证券违法违规查处模式。严格规范政府信息发布流程，相关部门应严格规制传播谣言、泄露重大信息等行为，及时澄清不实信息。建立完善金融市场操纵行为的民事、行政与刑事责任追究机制，进一步研究投资者保护机制。成立代表散户利益的投资者协会，改革完善投资者保护基金，加强对市场操纵行为的监督、惩处。

　　三是把握金融创新方向。增强金融机构责任意识，促使金融创新主体充分认识到根本出发点是服务企业发展和人民福利，自觉维护金融稳定，避免价格投机。尝试建立股指期货动态保证金制度。完善做空机制，建立完善投资者适当性制度。改善市场准入，提供平等参与机会。

　　民建中央则认为，我国资本市场存在着两方面突出问题。一方面存在系统性、结构性、体制性、国际性风险。另一方面，资本市场服务于实体经济的功能和能力不足，资本市场对于实体经济的支持与服务力度不够。

　　为此，民建中央提出七条建议。第一，强化金融改革顶层设计，建立金融监管跨部门行政协调机构。建议成立国务院领导下的统一金融监管行政协调机构，将目前各个金融监管机构统一联系起来，共同制定金融和资本市场运行中的各项规则。第二，大力发展多层次资本市场，扩大企业融资平台，从而有效满足企业，特别是中小企业的融资需求。第三，发展债券市场，提供更方便的融资渠道。第四，培育多层次的市场投资主体，为市场引入源头活水，壮大长期投资者队伍，机构投资者占比为60%—70%。第五，合理发行，改善上市公司结构，夯实市场的基石。坚定不移地推进发行制度的市场化改革。未来在深圳证券交易所上市公司中注意增加传统产业以外其他各种行业的分量，优化平衡上市公司结构。第六，加强综合防控体系建设，注重保护投资者利益。在加强上市公司信息披露方面，确保披露信息的真实性。第七，加速推进中介机构的业务创新、产品创新和组织创新。
