昨日，2013年上海金融国资国企改革发展工作会议召开。在此次会议上，上海市委常委、常务副市长屠光绍表示，上海市属金融企业的盈利模式有待进一步完善，必须加快创新转型发展的步伐，还需要切实防范风险。

　　统计显示，截至2012年末，上海市属14家金融机构总资产、净资产分别达5.36万亿元和4950亿元，较2011年末分别增长18.2％和18.7％，营业收入、净利润分别达2993亿元和610亿元，分别较2011年末增长了7.2％和10.9％。

　　屠光绍表示，尽管上海金融国资国企改革发展取得不小成绩，但应该清醒地认识到存在几个方面的不足。“首先是企业发展模式、盈利模式还需要进一步完善。”他说，金融企业对传统业务的依赖度仍然比较高，而创新业务的贡献度不高；其次是尚未形成明显的品牌优势；三是在形成创新转型的体制机制方面还需要努力；四是与全面发展需要相适应的风险管理能力还有待提高。

　　屠光绍强调，当前金融市场竞争越来越激烈，跨行业、跨地区竞争的趋势越来越突出，市属金融企业在竞争中要想生存壮大，必须加快创新转型发展。

　　此次会议对今年市属金融国资国企改革进行了部署：一是着力推动市属金融企业转型发展；二是推动市属金融企业重大改革发展项目的实施；三是着力做好市属金融企业三年任期考核和新三年经营目标约定工作；四是探索市属金融企业领导人中长期激励；五是创新市属金融国资监管方式。

　　在推动市属金融企业重大改革发展项目方面，会议提出，将大力支持浦发硅谷银行、东方花旗证券、浦银金融租赁、大众保险等合资机构发挥好内外资联动优势，实现健康快速发展。其次是进一步加强市属金融国资的统筹布局和国有金融股权优化调整，鼓励和支持重点市属金融企业充分发挥内外部资源，稳妥开展国际化、综合化经营。

　　会议还提出，要继续推动上海银行、国泰君安、东方证券上市，形成市场化的资本补充机制。继续支持长江养老、安信农保等加强与股东单位等部门的沟通，进一步明确发展定位和盈利模式。加强与人民银行等的沟通协调，稳步推进城商行资金清算中心的改制工作。

　　记者在此次会议上获悉，2012年，国泰君安与申银万国股权置换工作完成所有手续，为两家公司的上市发展扫清了障碍；上海银行H股上市工作启动顺利，相关国有股转持到社保已经完成了大部分工作。
