对于此次国务院决定推出出人民币资本项目可兑换的操作方案和建立个人投资者境外投资制度，业内的看法也是不一，有人认为这会加速人民币贬值有人认为这会重挫A股市场，我们首先来听一下对外经贸大学金融学院院长丁志杰的看法。

　　外经贸大学金融学院院长丁志杰称，资本项目可兑换喊了这么多年了，但是因为种种原因一直没有实现资本项目可兑换，这次明确提出操作方案说明我们可能要在十二五要把这个事情落实了。未来允许个人到海外投资中国资本项目可兑换的一个举措之一，未来我想不仅仅是在国内资本走出去方面不断放松，另外对外国资本进入中国市场也应该会逐渐放松，越来越自由，那么这也体现了对中国经济包括资本市场的信心是有积极的意义。
