    33年之后的今天，中国“走出去”的项目已经把很多中国的投资者，把他们放到我当年作为一个年轻律师的同样的境况，他们会进入美国，跟美国建立一些对他们日后有长远影响的关系。这些数以千计的投资者到美国去，他们就变成了中国的大使，他们会代表中国的文化、代表中国的传统，同时也代表他们的公司，就好像是我们美国人30年前一样，我们也是作为美国的“大使”来到中国，我们一定要尽我们的所能去搞好这些投资，而且要搞清楚他们为两个国家和人民带来的好处是什么，我们必须把中间的模糊地带搞清楚。而且最重要的就是，刚才奥尔森先生所讲的，美国不欢迎中国投资的这么一种说法是不存在的。今天的《金融时报》的头版都讲到，中国在美国的投资，很多人都假设美国是抗拒的，抗拒中国的购买者。这个假设是非常错的，就像CNOOC或者是华为要购买美国的企业一样，这些有关中国的投资者在美国的投资都是非常顺利的，而且不牵涉到中央政府的。在美国要批准这些投资的机构，他们对限制之内的才有管辖权，关于美国国家安全的问题他们才可以管。其实来自中国的投资，是可以为美国带来很多的就业机会，这是非常重要的，中国的企业一定要直接跟美国的人民沟通，这也可以协助中国的品牌发展世界的知名度，建立和美国的关系，这些都是非常重要的。但是这个行为必须是双向的，中国在改革开放以来取得的成功，得益于对外的开放。今天我们很多人对中国控制得越来越紧的投资环境感到怀疑，这对中国的消费者和商界是有不好的影响的。如果讲这些限制，我可以讲一个上午，但是今天我在这里就讲一个，比如说中国中央政府限制化学品和电子产品、金融产品、食品、传媒、零售、资源等等行业的外国投资，而在美国是不会有这些限制的，而且在任何一个行业都不会限制。但是因为中国这样做，那些反对公开投资的人，就举中国的这个例子，而且提出美国也必须做出双向的投资的限制。最近CNOOC准备收购美国的公司，这些交易如果能够进行，它对中国和美国都是有很大的好处的，我认为他们应该是成功的。CNOOC要买美国的石油公司，这对我们的公司是很有好处的，而且也可以扩大他们在墨西哥湾的经营，可以雇佣更多的美国人，可以使美国更少地依赖进口能源。这家公司本来就要破产了，如果收购成功，可以保留数以千计的员工的饭碗。我同样有一个疑问，这些交易能不能在中国发生呢？美国的公司能不能同样购买中国的石油公司呢？答案当然是不可以。再比如说中国航天要收购美国的一个公司，这肯定也是不行的，这就是中美贸易关系的根本问题，就是不能双向的。我们应该把双方的大门都打开，让资金双向流动。而且仅仅是限制那些对国家安全有影响的项目。
