  不过,在监管层看来,四家试点公司的业务发展离其试点之初的设想仍有一定的距离。银监会副主席蔡锷生指出:“目前有的公司还存在着商业银行经营零售业务的思路,片面追求业务规模,还存在如单笔贷款大额化、产品类银行化和欠特色化的问题。功能定位、风险管控与业务发展之间的平衡关系还把握得不是太好。”《消费金融试点管理办法》规定,消费金融公司是不吸收公众存款,以小额、分散为原则,为中国境内居民个人提供以消费为目的的贷款。北银消费副总经理袁耀璋透露,目前,北银消费的户均贷款额达到5万元。而另一位银行系消费金融公司负责人表示,目前银行系消费金融公司的户均贷款额基本都达到了几万元。
