　　创业创新活动是需要一个系统的社会化创业支持体系为支撑，而如何构建社会化的创业支持体系等问题摆在了大家面前，为此，本报记者采访了中国股权投资研究院院长、上海交大金融学教授陈工孟。

　　证券日报：您如何看当前我国的创业支持体系？

　　陈工孟：社会化的创业支持体系是一项系统工程，它的建立需要政府推动，社会各方力量共同积极参与，需要比较长期时间的努力。近几年，我国各级政府都出台了一系列鼓励创业的扶持政策，逐步构建完善的创业政策支持体系，但是仍然还没有建立起一个有效的社会化的完善的创业支持体系。我国创业的法律体系还是比较空泛、缺乏可操作性；有关创业投资的相关税收优惠政策，未能落实到位。从中央到地方政府，每年都拿出很多资金支持科技型企业，但是具体的操作还存在比较多的问题，真正需要资金的初创性的企业反而得不到资助，那些已经比较成功的，业绩比较好的企业容易拿到钱，当然还有一些不应该拿的企业拿到了资助。所以不是雪中送炭，而是锦上添花，或者甚至为一些人创造寻租机会。

　　陈工孟：构建系统的社会创业支持体系包括六个要素。首先要营造一种创业光荣、勇于冒险的社会氛围。其次是需要健全创业的法律体系。第三，大力发展创业教育。我国创业教育发展较晚，虽然在借鉴国外高校创业教育发展的经验上，推行了创业教育课程、开展了创业实践，但缺乏一套创业教育理论与实践延伸的服务体系。第四，构建发达的融资与创业投资体系。在美国，天使投资是早期创业和创新主要支柱。美国有一个发达的天使投资体系，拥有上万名天使投资家、几千家风险投资机构。而中国虽然有5000多家各式各样的投资机构，但有能力为早期企业提供服务的屈指可数。第五，要切实落实税收优惠政策。第六，要提供真正可操作的技术创新支持体系。

　　陈工孟：创业天使投资是我国创新创业潮流中最极为重要的环节。完善创业支持体系，天使投资将起到关键性的作用。但与中国整个创新经济(310358,基金吧)的发展及创新型国家的建设相比，创业天使投资在我国发展还较为缓慢。因此，我国亟需构建天使投资网络，促进天使投资各方专业有效的交流、共赢和发展。2013年1月5-6日，中国股权投资研究院与中国技术创业协会、清华大学深圳研究生院共同主办的2013中国（深圳）创新创业与天使投资高峰会，就将搭建这样一个高层次、重量级的平台，促进天使投资与政策端、项目端、资本端多方交流融合互动。
