财政部、发改委、央行、银监会日前联合下发通知，严禁地方政府直接或间接吸收公众资金违规集资、切实规范地方政府以回购方式举借政府性债务行为、加强对融资平台公司注资行为管理、进一步规范融资平台公司融资行为和坚决制止地方政府违规担保承诺行为。

　　四部委下发通知明确，地方各级政府及所属机关事业单位、社会团体等未经有关监管部门依法批准，不得直接或间接吸收公众资金进行公益性项目建设，不得对机关事业单位职工及其他个人进行摊派集资或组织购买理财、信托产品，不得公开宣传、引导社会公众参与融资平台公司项目融资。除法律和国务院另有规定外，地方各级政府及所属机关事业单位、社会团体等不得以委托单位建设并承担逐年回购（BT）责任等方式举借政府性债务。对符合法律或国务院规定可以举借政府性债务的公共租赁住房、公路等项目，确需采取代建制建设并由财政性资金逐年回购（BT）的，必须根据项目建设规划、偿债能力等，合理确定建设规模，落实分年资金偿还计划。
