　　《第一财经日报》记者昨日从相关知情人士处获悉，上海方面正在争取央行合格境内个人投资者（QDII2）的全国先行先试；同时，沪上也正全力支持中国国际支付体系（Cross-border inter-bank Payment System，CIPS）的建设工作，争取能让其落户上海。

　　央行日前在2013年度工作会议上部署全年主要工作时表示，将稳妥推进人民币合格境外机构投资者（RQFII）试点，积极做好QDII2试点相关准备工作。而推出QDII2试点也被视为中国资本账户开放向前迈进的重要一步。

　　最新数据显示，2012年1～10月，上海市跨境人民币结算总量近4000亿元，同比增长70%以上。目前沪跨境人民币业务已基本覆盖货物贸易、服务贸易、资本项目等所有大类。境外三类银行机构、世界银行、境外保险公司以及人民币合格境外机构投资者（RQFII）等多种境外主体获准进入境内银行间债券市场。在沪外资法人银行瑞穗银行（中国）有限公司、星展银行（中国）有限公司分别发行10亿元、5亿元人民币债券。

　　上海市金融办主任方星海近日则透露，在人民币国际化方面，还将继续推进境外企业到境内发行人民币债券、支持已获牌照的第三方支付企业开展跨境业务、推进中外资跨国公司总部外汇和人民币资金的跨境集中使用等。
