从11月1日开始，我国执行新的出口退税标准，其中涉及到机床工具行业的商品仅有一种，即数控机床硬质合金刀。具体名称为硬质合金制的金工机械用刀及刀片（金属加工用），退税率提高到11%。

　　中国机床工具工业协会工具分会秘书长沈壮行在接受记者采访时表示，得知这一消息，十分欣喜，因为行业多年来一直鼓励硬质合金的刀具生产，出口退税标准的提高，表明国家对此的支持。

　　据沈壮行介绍，我国的刀具生产主要以两种产品为主，即高速钢以及硬质合金刀具。由于高速钢刀具的生产耗费大量的资源，而且产品低档、价格低，行业对此不予鼓励。但由于国内机械制造行业的需求，以及国内刀具企业技术的尚未转型，国内大多数的刀具企业仍然以生产此类刀具为主，同时出口量也很大。去年我国刀具出口8亿美元，大部分都是高速钢材质，硬质合金刀具仅有几千万元人民币。同时，这种产品的出口结构，也是导致国际贸易摩擦的一个因素。虽然美国、德国等发达国家对我国的刀具还未有明显反应，但西班牙、南美的一些国家等均发生过抵制事件。因此，工具分会多次呼吁减少高速钢刀具的出口，但目前行业状况并没有明显改变。这次针对硬质合金刀具出口退税标准的调整，沈壮行表示，希望藉此鼓励此类产品的生产和出口。

　　对于此次税率标准的大幅调高，沈壮行表示，虽然相对于调整前的5%的退税率来说，回调的幅度很大，但和历史最高退税率14%的数据相比，显然还是有一定差距的。总的来说，这次的调整，只相当于去年的退税水平。

　　国家关于退税标准的调整，作为国内刀具龙头企业的株洲钻石切削刀具股份有限公司（以下简称“株钻”）当是最大的受益者。去年他们的销售额为10亿元，其中出口占到10%，而且出口全部为硬质合金刀具。株钻海外部曹部长说，新的政策颁布后，可以增加企业的利润，提高企业的竞争力。按照株钻的出口额度，估计多返税在600万元左右。曹部长还告诉记者，近年来株钻发展势头较好，企业利润有所增加，出口增幅可达50%。株钻产品在逐渐缩小与国外知名品牌的距离，产品的性价比较高，对海外客户产生一定的吸引力。但同时株钻也意识到，在企业知名度、客户接受度方面还有待加强。另外，曹部长也说，虽然这次返税株钻会得到一些利好，但国家对该行业的支持并未达到历史最高点。
