财政部、海关总署及国家税务总局近日发布通知，决定自2012年6月1日至2015年12月31日，对符合国内产业自主化发展规划的彩色滤光膜、偏光片等属于新型显示器件产业上游的关键原材料、零部件的生产企业，进口国内不能生产的自用生产性原材料、消耗品时，免征进口关税，但须照章征收进口环节增值税。

　　财政部会同有关部门，制定了彩色滤光膜、偏光片生产企业享受免征进口关税政策的进口自用生产性(含研发用)原材料、消耗品清单。首批享受政策的企业仅两家：彩色滤光膜生产企业为上海广电富士光电材料有限公司；偏光片生产企业为深圳市盛波光电科技有限公司。此前已缴税款不予退还。
