　　昨日，国家质检总局发布的《进出口乳品检验检疫监督管理办法》（下称《办法》）正式施行，中商流通生产力促进中心乳业分析师宋亮向《第一财经日报》坦言，此办法出台后，一批不规范，或者假冒进口奶粉企业或将被洗牌出局。

　　上海出入境检验检疫局相关负责人向本报透露，此次《办法》突出强调了企业的主体责任，提高了乳品进口的门槛。主要通过四个方面来加强进口乳品的质量把控：进口企业需配备技术、管理人员保证进口乳品符合国内标准，进口企业建立完善进口食品安全管理制度（包括销售信息记录、风险信息报告、召回、仓储物流管理等制度），进口环节增加了企业需提供进口乳品检测报告要求，进口乳业需向公众公开乳品种类、产地、品牌等信息。其中，上海出入境检验检疫局还将建立风险预警、企业诚信管理等措施。

　　宋亮告诉记者，此次《办法》的出台完善了进口乳品监管制度，特别加强了对进口乳品信息透明化、可溯源的要求，或将有效避免市场上进口乳品鱼龙混杂的局面。当前市场上很多乳企打着进口的幌子，采取广告误导、虚假宣传等手段混淆视听，令消费者真假难辨。纽瑞滋总裁刘宁也向记者表示，虽然公司奶源、加工、罐装都在新西兰，属于真正意义上的原装进口，虽然公司将所有奶源产地、检验检疫、进出口证书等完整的原装进口奶粉证书公布于官网，但由于市场鱼龙混杂，依旧受到市场一些质疑，因此刘宁认为，规范进口奶粉市场尤为重要，可防止“劣币驱逐良币”。
