美国商务部4月30日宣布初裁结果，认定中国向美国出口硬木和装饰用胶合板存在倾销行为，倾销幅度为0.62%至63.96%。因此，美国商务部拟对101家此类产品的中国企业征收22.14%的反倾销税，对其他中国生产商和出口商，拟征收63.96%的反倾销税。

　　美国商务部在当天发表的声明中说，由于临沂圣福源木业有限公司和江扬集团的倾销幅度低于2%，因此拟不对其征收反倾销税。美国要求发展中国家倾销幅度不超过2%，发达国家不超过1%。

　　声明还说，基于倾销幅度的初裁结果，美国商务部将通知美国海关对此类产品征收相应的反倾销税押金。按照美国商务部最新的贸易法执法规定，从2011年11月2日起，涉案产品进口商在初裁结果公布后至反倾销税令发布前需向海关支付现金押金。

　　按照美方程序，正式征收反倾销税之前美国商务部还要作出终裁，此外还需另一家联邦机构美国国际贸易委员会作出裁决。按照最新日程，美国商务部将于2013年7月作出最终裁定，国际贸易委员会将于2013年8月作出终裁。
