国家粮食局原局长聂振邦在国际经济交流中心举办的“每月经济谈”上表示，今年全球严峻的自然灾害，特别是美国大旱，造成全球谷物减产，从而导致粮价上涨。不过，由于中国的三大主粮产品小麦、玉米、稻谷都立足于国内自给，且今年粮食有望实现九连增，国际粮价上涨不大可能对中国粮食市场造成太大冲击。　　聂振邦表示，此前全球玉米产量预计达到9亿吨，其中美国玉米的产量可以达到3.7亿吨，但由于美国大旱。现在估计可能减产6千万到1亿吨。减产将造成全球的粮价特别是期货价格的上涨。
