记者从商务部国际贸易经济合作研究院欧洲研究部最新获悉，俄罗斯政府近日公布了加入WTO后纺织品服装进口关税的减让细则。与纺织服装相关的商品进口关税税率从入世之日起至履行承诺终止年逐年下调。涉及的产品种类包括纺织原料丝绸、羊毛、工业用纺织制品、纯棉套装、家纺用品等各类制成品。

Reporter from the ministry of commerce international trade and economic cooperation research institute of European research the latest,The Russian government has released to join the WTO textile clothing import tariff concession of the detailed rules.And textile and apparel related goods import tariff rate from the date of entry into wto to perform termination commitment in cut year by year.Involved in the product categories include textile materials silk/wool/Industrial textile products/Cotton suit/Home textile products and other kinds of manufactured goods.

　　从关税减让细则来看，各类纺织品服装的进口关税下调的履行承诺终止年为2013年到2017年，但大部分产品降至最终进口关税约束税率的时间将在2015年之前。值得注意的是，有30余种产品的进口关税由从价税和从量税复合征税降为单一的从价税。从产品类别来看，棉制纺织品服装的降税幅度较大，如：纯棉裤子、女士纯棉套装的进口关税将由入世之日20%的从价税、加每公斤不少于2.5欧元的从量税复合征税降为每公斤2.2欧元的单一从量税；纯棉女式、儿童带衬运动套装将由入世之日20%的从价税、加每公斤不少于2欧元的从量税复合征税降为每公斤1.75欧元的单一从量税；纯棉手套的进口关税将由入世之日的15%的单一从价税降为10%的从价税；纯棉围裙、家用其他棉织品的进口关税将由入世之日的15%的从价税降为6%。

From the tariff concession rules to see,All kinds of textile clothing import tariffs to terminate the promise for 2013 to 2017,But most of the product drop to final import duty bound rate time will be in 2015 years ago.It is important to note that,Have more than 30 kinds of products import tariffs by AD valorem tax and specific duty composite tax reduced to a single AD valorem tax.From the product category to see,Cotton textile clothing of lower taxes to a larger extent,if:Cotton trousers/Lady cotton suit import tariffs will be the day by wto an AD valorem duty of 20%/And not less than 2.5 euros per kilogram of specific duty composite tax reduced to 2.2 euros per kilogram of single specific duties;Cotton lady's/Children's lining sport suit will be the day of wto an AD valorem duty of 20%/Add per kg of not less than 2 euro specific duty composite tax reduced to 1.75 euros per kilogram of single specific duties;Cotton gloves import tariffs will be the day by wto 15% of the single AD valorem tax reduced to 10% of the AD valorem tax;Cotton aprons/Household other cotton fabrics import tariffs will be the day by wto 15% of the AD valorem tax reduced to 6%.

　　据商务部国际贸易经济合作研究院欧洲研究部副主任刘华芹介绍，俄罗斯政府将根据俄入世承诺每年对产品的进口关税进行细微调整，但到最终履行承诺终止年时，俄方将完成最终的降税承诺。
