在近日公布的《2013年关税实施方案》中，自2013年1月1日起实施的新关税中，中国出口的铝土、焦炭、黄磷、萤石、镁、锰、金属硅、碳化硅和锌9种原料产品的关税将被取消。据悉，焦炭出口配额也将取消，具体时间尚未明确，规范焦炭出口的新制度随后也将出台。
