路透报道，欧盟外交官称，成员国当日通过一项欧委会计划，对价值210亿欧元的进口市场征税做进一步准备。

　　根据这项计划，如果发现中国厂商以低于成本的价格销售光伏产品，将对其进行追溯性征税。要求匿名的外交人士没有说明何时开始实施登记措施。
