据甘肃日报报道：国家外汇管理局甘肃省分局近日出台《关于进一步加强外汇管理支持甘肃涉外经济健康快速发展的指导意见》，以加强外汇管理和服务实体经济发展为主线，深入推进贸易投资便利化，支持涉外企业“走出去”和“引进来”。

　　《意见》规定，放宽境外直接投资外汇资金来源，简化境外直接投资审核程序，放宽放款主体资格限制，允许企业使用国内外汇贷款进行境外放款;取消35项、简化合并14项行政许可项目，简化直接投资外汇登记的办理流程;对省内金川公司、酒钢集团、白银公司等支柱企业的重点业务办理和政策咨询，实行专人跟踪服务，支持企业国际化经营;对支持草食畜、马铃薯、果品、中药材等产业发展的境外资金，在审核确认外资真实性的基础上，可采取资金先落地、后补办相关手续的便利化措施。
