国家发改委经贸司负责人张显斌昨日在中国棉花协会召开的“2012年全国棉花形势分析会”上表示，内外棉价差对纺织行业影响有限。随着今年新棉大量上市，国家投放储备已没有必要，进口棉今年后期不再发配额，明年等供求形势明朗再确定，价格平稳运行仍将是今后棉花市场主基调。

　　纺织品服装出口增幅下降的主要原因是外部需求萎缩，内外棉价差主要影响在纺纱环节，纺纱的原料成本占比超过70%，特别出口型、中低档纱影响最大。我国纺织品服装出口中，棉纱出口占比仅为0.9%，出口纱既不是目的，也不是强项，而且还有进口棉配额补充，因此影响程度有限。我国原料成本、人工成本刚性提高，如果纺织品服装出口仍是大路货，将难以为继，而应发挥深加工环节的优势，通过提高附加值、树立品牌等方式提升纺织行业竞争力。

　　张显斌还表示，投放储备棉的目的是满足纺织企业需求，10月新棉已大量上市，投放储备已没有必要，经各部门研究同意，投放截止日期为9月29日，纺织企业竞买资格截止日期为9月20日。“昨天发布了防止转圈棉的暂行规定，国家将通过事先提醒、事中监督、事后查处等方式，切实防止转圈棉问题，一旦发现，决不手软，坚决查处。”
