菲律宾政府拟将对所有美国制造的纺织品、纱线和面料产品实施免税准入政策，目的是菲律宾服装免税进入美国市场。

The Philippine government intends to all American manufacturing textile/Yarn and fabrics product implementation duty-free access policy,Purpose is to the Philippines clothing duty-free access to the U.S. market.

　　菲律宾贸工部副部长潘利里奥表示，菲政府正在重新修订法案，以增加菲从业者的认知和接受度。潘利里奥称，目前菲律宾服装制造商可以免税从美国进口70%的原材料，30%需要缴纳关税，生产成衣后再出口至美国。

　　美国各纺织协会目前正在努力开拓菲律宾市场，希望菲政府取消此限制，允许美国纺织品100%零关税进入菲律宾市场，以此作为菲制造的成衣可以免税进入美国市场的交换条件。
