记者8日在全国纺织行业质量大会上获悉，由于国际市场持续低迷、出口形势依然严峻，1-9月份我国纺织服装出口总额1926亿美元，同比增幅仅1.04%，但相较6、7、8月份，出口增速情况已明显好转。

　　对于明年的国际经济形势，专业人士抱有较为乐观的态度。中国纺织工业联合会副会长高勇指出，“如果说国际市场低迷的状态略有好转，对我们也是好消息。希望能够摆脱消费信心不足、出口萎缩的局面，使纺织企业能够有上升的趋势。”

　　纺织出口额微增

　　由于欧债危机尚未结束，出口贸易遭受严重影响，我国纺织制造业在整体形势不济的状况下受到波及。中国纺织联合会表示，将着重提升纺服行业质量和品牌建设，平抑外需疲软、劳动力原材料价格上涨等对行业发展带来的波动。

　　1-9月我国纺织品服装出口总额1926.93亿美元，同比增长1.04%，出口形势仍然严峻。高勇指出，“近年来纺织工业效益明显下滑，但还没有到全行业亏损的地步，而且行业整体利润率超过4%，比过去十年的平均利润率还要高一点。”

　　在出口额微增的背后，我国纺织产品在美国、欧盟的市场占有率却持续下滑。“这主要还是纺织原料的问题，尤其是棉花。”高勇强调，“目前国际每吨棉花价格仍然低于国内棉花5000元以上。”

　　前三季度凡是和棉花沾边的产品对欧美的出口都呈现出明显下降趋势，其中棉纱、棉布、棉织品的出口全部下降。高勇指出，今年1-9月份我国棉纱进口已经超过100万吨，近两个月棉纱进口的数量还在猛增，预计今年全年棉纱进口将超过130万吨。

　　现在国内棉花进口要上缴税收，而棉纱进口没有任何限制，尤其是从东南亚进口棉纱，现在是零税务。这可能会对于今、明年纺织全行业造成一定不利影响。

　　高勇表示，虽然国际形势有望好转，但棉花差价的问题可能还要持续一段时间，所以估计棉纺行业和化纤行业比较困难的局面还会持续。纺织工业联合会针对上述情况提出：尽量少用棉花；尽快用化纤纤维取代棉花，实际上就是纤维结构的调整问题。
