欧方认为全面的欧美FTA协定应包括以下内容：

　　（一）取消关税。协定将尽可能取消跨大西洋贸易领域工业品和农产品全部关税。虽然目前欧美关税税率较低，但双方贸易量庞大，进一步降低关税仍存在巨大利益空间。

　　欧委会贸易委员德古赫特认为，完成以上工作极不容易，成就亦非唾手可得。对于仍然阻碍全球大部分发达国家贸易投资的复杂议题，没有快速有效的解决办法。对欧洲而言，全面参与FTA谈判也非易事，即使总体上大家均支持开展谈判；但一旦涉及具体领域，总有人站出来反对。不管出于短期经济利益还是着眼长远大局考虑，都应支持欧美开展FTA谈判。（李振华）
