　　文章指出，美中贸易战将不利于美国太阳能产业的发展。加州是对亚洲出口的最大州，2011年，加州对华出口142亿美元，加州制造的电脑和电子产品28%以上都出口到中国。去年，旧金山、奥克兰（Oakland）和费利蒙（Fremont）三个市的对华出口达21亿美元，比2005年增长了86%。美国有5600多家太阳能企业，10万多从业人员，2011年该行业的从业人员增加了6700位，增幅达6.8%，而整个美国经济的就业增长率仅为0.7%。

　　加州是美国太阳能产业的领头羊，有3550多家企业，雇佣了25575名员工。硅太阳能电池业创造的就业仅占美国太阳能行业的2-3%，其他97%的就业岗位主要分布在生产太阳能设备或元件或是进行安装、营销、融资、物流等部门。德国太阳能电池商SolarWorld之所以业绩不佳，是因为没有跟上市场变化的步伐。对美国太阳能产业来说，真正的竞争不是进口中国光伏电池，而是来自于化石燃料尤其是天然气发电。太阳能行业不需要惩罚性的关税，也不希望惩罚性关税可向前追溯90天（指反倾销反补贴税），而这恰恰是美国商务部所做的，ITC应该否决这一决定。征收可追溯的惩罚性关税会让小企业首当其冲受到伤害。美国和中国应该达成广泛的协议，鼓励公平和自由贸易，让双方太阳能企业受益，而不应该打贸易战，损害企业利益，减少工作机会。
