明年1月1日起，中国将对五大类、780多种进口商品实施低于最惠国税率的年度暂定税率。这是财政部近日发布的《2013年关税实施方案》中规定的。这次降低关税的五大类商品，包括部分民生产品、一些战略性新兴产业设备及其零部件和原材料、能源产品和环保产品、支农惠农产品、支持纺织行业发展的产品。
