美国环保署（EPA）近日发布一份最终规则，将针对须"制造前通知（pre-manufacture notices ,PMNs）"的9种化学物质实施新的进口限制。

The epa(EPA)Recently issued a final rule,Must be the"Manufacturing advance notice(Pre - manufacture notices ,PMNs)"Nine kinds of chemical material implement new import restrictions.

　　这些化学品包括：（1）妥尔油脂肪酸与改性脂肪酸和聚多元醇胺反应物；（2）氨基酸，羧甲基，芳基磺酸盐，碱盐；（3）混合金属硼酸盐；（4）苯甲酰胺，N-[（环己胺）硫酮甲基];（5）芳族磺酸氨基偶氮染料盐类；（6）碘翁，联苯-4,4'-双-C10-13-支链烷基衍生物，（OC-6-11）-六氟锑酸；（7）烷基马来酰亚胺代二环稀烃；（8）粘液和泥浆、汽车涂膜、废弃物处理、固体废弃物。这些化学品被用于沥青、工业清洗方案、照明荧光粉、环氧胶粘剂配方、纤维素织物、紫外线释放涂层、特殊聚合物和废弃物处理等。

These chemicals including:(1)Tall oil fatty acid and modified fatty acid and poly (polyhydric alcohol amine reactant;(2)Amino acid,carboxymethyl,Aryl sulfonic acid salt,Alkali salt;(3)Mixed metal borate;(4)benzamide,N - [(cyclohexane)Sulfur ketone methyl];(5)Aromatic amino acid azo dye salts;(6)Iodine weng,Biphenyl - 4,4 '- double - C10-13 - branched chain alkyl derivatives,(OC - 6 to 11)- six fluorine antimony acid;(7)Alkyl maleimide generation bicyclic dilute hydrocarbon;(and)Mucus and mud/Automobile coating/Waste disposal/Solid waste.These chemicals are used to asphalt/Industrial cleaning solution/Lighting phosphors/Epoxy adhesive formula/Cellulose fabrics/Uv release coating/Special polymer and waste treatment etc.

　　根据新规则，欲进口、制造或因新用途处理这些物质的，必须在上述活动开始至少90天前通知EPA.该通知将让EPA有机会评估这些物质的预期用途，并且，如有必要，在活动开始前予以禁止或限制。

According to the new rules,Want to import/Manufacturing or new USES for to deal with these material,In the above event must be started at least 90 days advance notice EPA. This notice will be let EPA opportunity to assess these material intended use,and,If necessary,Before the start of the activity shall be prohibited or restricted.

　　该规则已从2013年1月19日开始生效。

This rule has from on January 19, 2013 come into effect.
