近日，发改委发布《关于印发造纸工业发展“十二五”规划的通知》。加快落淘汰落后产能、通过兼并重组优化企业结构都是“十二五”期间造纸工业的主要任务。

　　发改委要求，要着力加快解决重点流域和重点区域的造纸工业结构调整和污染问题。现有制浆造纸企业要进一步加大力度淘汰污染严重的落后工艺与设备，抓紧技术改造，淘汰年产5.1万吨以下的化学木浆生产线、单条年产3.4万吨非木浆生产线和单条年产1万吨及以下废纸浆生产线，以及窄幅、低车速、高消耗、低水平造纸机。

　　禁止采用石灰法地池制浆、限制新上项目采用元素氯漂白工艺，禁止进口国外落后的二手制浆造纸设备。完善“三废”治理设施，严格控制污染物排放。对经限期治理仍不能达标的企业或生产线要依法整顿或关停。“十二五”期间，继续实行产业退出机制，调整和明确淘汰标准，量化淘汰指标，加大淘汰力度。新增日处理污水能力300万吨，淘汰纸及纸板落后产能1000万吨以上。

　　通知同时要求要优化企业结构，推进兼并重组，着力培育一批骨干企业，引导中小造纸企业向专、精、特、新方向发展，调整企业规模结构。努力提高产业集中度，到2015年形成纸及纸板年产100万吨以上企业20余家，木浆年产100万吨以上企业3家，排名行业前30名的企业纸及纸板产量占总产量的比重由目前的42.3%提高至45.0%以上。
