自从党的十七届六中全会确立中国文化大发展大繁荣的发展方向后，文化“走出去”日益频繁。不过在政协委员徐沛东等人的眼中，现在文化交流虽然更加频繁，但在“走出去”和“引进来”方面都更加需要规范，否则不仅会造成文化被商业左右，甚至会影响到中国文化在国际上的形象。

　　徐沛东的提议得到了政协委员郁钧剑和邰丽华的支持。郁钧剑用自己的经历介绍，去年他们在美国组织演出，虽然去的都是一流华人艺术家，但由于组织等方面的原因，收到的却是三四流的效果。邰丽华也通过助手表示，她出国演出也遇到了类似的问题，道具、服装等都对演员的表演产生了麻烦，所以希望在文化走出去方面国家能够尽快给予规范。
