电子商务要健康发展，政府部门配套建设不能滞后，随着国家对跨境贸易电商业务的重点支持，未来几年该行业将蓬勃发展

　　近日，国家发改委、财政部等13个部门联合发布《关于进一步促进电子商务健康快速发展有关工作的通知》（下称《通知》）。通知提出，未来将从统筹推进电子商务发展环境建设、推动电子商务企业会计档案电子化试点工作、加快网络(电子)发票推广与应用、推动移动电子商务支付创新发展等14个方面，继续加快完善支持电子商务创新发展的法规政策环境。中国电子商务研究中心主任、研究员曹磊日前接受经济导报记者采访时表示，电子商务要健康发展，政府部门配套建设不能滞后，随着国家对跨境贸易电商发展的重点支持，势必推动未来几年该行业的蓬勃发展。仍有部委缺位在曹磊看来，通知的出台，开创了我国电子商务环境“1+N”的建设体系，即国家发改委牵头协调，相关十二部委联动的崭新工作局面。然而导报记者注意到，尽管是十三部委联合出文，但并没有见到主管我国互联网、信息化的工信部的身影。“电子商务作为我国互联网产业最庞大的一个分支领域，不仅承载着制造业、流通业信息化的重要使命，而且非常依赖底层网络信息技术设施与环境的改善。因此，我们希望工信部今后能在电子商务领域发挥更多职能。”曹磊表示。曹磊告诉导报记者，电子商务底层环境、基础设施、周边条件完善与否，决定了当前电子商务行业能做多大、长多健、走多远。在曹磊看来，尽管国内电子商务发展年头已经达到15年，各项配套环境取得了长足的进步，但与欧美发达国家及国内行业、企业、用户需求相比而言，仍显得尤为滞后。“行业乱象举不胜举，社会各界反映普遍较大，甚至出现了由大型电商企业的"家规"来代替缺失的国家法律法规这样的行业怪象。因此，亟须进一步完善。”曹磊认为，后续相关电子商务的法律法规将会出台，电子商务将会在一个更加规范的环境下发展，这无疑是对电子商务发展的是一大利好。跨境贸易受宠导报记者注意到，在《通知》14个方面的工作中，跨境贸易电子商务被多次提及，其中，涉及跨境贸易电子商务的通关服务、税收政策、产品质量安全监督、邮件快件管理等多方面。中国海关总署副署长吕滨去年底在郑州召开的跨境贸易电子商务服务试点工作启动部署会上表示，电子商务已发展成为我国新兴的战略性产业，成为未来跨境贸易发展的必然趋势。吕滨说，近年来，我国的电子商务呈现出爆发式增长的局面，同时，一些制约发展的矛盾和问题也逐步显现。吕滨提出，一方面社会和企业要求进一步提高通关效率，降低贸易成本，解决外贸电商结汇、退税难的问题；另一方面，跨境快件、邮件数量的快速增长也对海关的监管工作提出了新挑战。推动跨境贸易电子商务服务试点工作，是促进外贸稳定增长的重要举措。曹磊告诉导报记者，电子商务不仅冲破了国家间的障碍，使国际贸易走向无国界贸易，同时也正在引起世界经济贸易的巨大变革。电子商务平台构建的开放、多维、立体的多边经贸合作模式，极大地拓宽了国际路径，大大促进了多边资源的优化配置与企业间的互利共赢。此外，从实际发展看，电子商务在我国工业、农业、商贸流通、交通运输、金融、旅游和城乡消费等各个领域的应用不断得到拓展，应用水平不断提高。特别是跨境电子商务活动日益频繁，具备相应的技术基础，已经走在跨境电子贸易的世界前沿。未来一个时期，促进跨境电子商务协同发展，应该成为我们发展对外贸易的一个重要内容。
