由同济大学德国研究中心和社科文献出版社共同举办的2013年《德国蓝皮书》发布会暨“德国大选与中德关系”研讨会今日在同济大学举行。中国前驻德国大使梅兆荣、中国欧洲学会德国研究分会会长顾俊礼教授、同济大学副校长董琦教授以及来自全国各地的40多位德国与欧洲研究学者出席了此次发布会。

中国是世界上拥有大量稀土资源的国家，储量为6588万吨，名列世界第一。中国稀土资源不但储量丰富，而且矿种和稀土元素齐全，为中国稀土工业的发展奠定了坚实的基础。

在快速发展的同时，中国的稀土行业也存在不少问题，如定价过低、生态环境污染等。2005年中国稀土产量占全世界的96%，其中60%用于出口，出口量占国际贸易的63%以上。有人说，中国是在敞开了门不计成本地向世界供应。而中国的大方，造就了一些国家的贪婪，如日本和韩国就大量购入中国的稀土加以储存。据2012年年初统计，我国稀土世界占有量已降至30%。于是中国不得不采取相应措施，这就引起了包括德国在内的稀土需求国的紧张，不断向中国呼吁放宽出口。

在中德政府磋商中，温总理明确表示，中国稀土供应量在世界市场上最高达到80％以上，现在比重依然很高。同时，中国稀土开采的问题也很多，特别是在南方，很多是就地开采，就地用酸浸泡提取，如果继续下去，生态难以为继。中国无意限制原料的出口，“我赞成中德在稀土的开采开发、利用和高科技运用等整个链条上合作，这比贸易起诉要好得多”。
