在昨日广州举行的第五届珠江论坛上，商务部副部长蒋耀平详细阐述了内地与港澳基本实现服务贸易自由化的原则和思路。

　　蒋耀平表示，内地与港澳基本实现服务贸易自由化，要从如下三个方面进行推进：一是进一步扩大CEPA的开放的广度和深度，内地和港澳有着独特的政策优势，同时政府间合作机制完善，民间合作有很好的基础，这些都为进一步从广度和深度进行CEPA的开放，创造了良好的基础；二是进一步实现内地与港澳的优势互补，要积极落实“十二五”规划纲要提出的支持港澳巩固区域竞争优势、支持港澳培育新兴产业的要求，不断扩大和深化港澳传统优势产业和新兴优势服务业在内地的市场空间和业务规模，加强与港澳之间的合作，丰富和充实贸易投资的内容；三是进一步扩大CEPA的受惠面，港澳本地的服务业企业，包括规模比较小的企业。据了解，广东省委、省政府高度重视和贯彻落实CEPA先行先试的政策措施工作，广东已成立了先行先试的工作联席会议机制，目前正在研究草拟《推动率先基本实现粤港澳服务贸易自由化的规划纲要》和《推动率先基本实现粤港澳服务贸易自由化的行动计划》。
