德国联邦批发、外贸和服务业联合会主席博尔纳日前对德国媒体表示，德国出口商预期明年贸易额能再创纪录，但越来越多的国家在金融危机期间干预贸易市场，此举将危及全球自由贸易。

　　保护主义措施的盛行不止发生在欧洲，更是全球共同的现象。这些保护行为正由过去的征收保护性关税转向征收特别关税、颁布行政规定或干预市场契约自由等方面。部分欧盟国家甚至默许国家法律违反欧盟规范。
