美国财政部(Treasury Department)一位高级官员周四表示，美国计划明年初向此前获得美国豁免的伊朗石油进口国再次施加新的付款限制，以期向伊朗施加进一步的财政压力。

　　由于担心伊朗的核计划，美国今年早些时候向因购买能源而与伊朗央行发生业务往来的外国金融机构施加制裁。随后伊朗石油的大部份主要买家同意降低进口量，以免受美国制裁并确保自身进入美国金融市场的渠道畅通。

　　但从明年2月6日起，美国将要求获得豁免的国家向本国境内指定银行帐户支付用于购买伊朗石油的资金，伊朗只能用这笔资金购买特定的商品或服务。美国财政部负责打击恐怖主义与金融情报的副部长David Cohen在为华盛顿某会议准备的书面讲话中称，上述限制条件应该会将伊朗大部分石油收入冻结在每个石油进口国内，伊朗只能用这笔资金从石油进口国购买商品。
